Here is the answer in MS PROJECT 2013!
First, I’m going to create brand new Project:
I will add the Status field in my Project, as well:
Now I will set the Status date to Thursday, Feb 19th:
and I will get:
Now I’m going to create Custom field, step by step:

Value 1 means – On time, value 2 means – Late, and value 3 means – Future. Now I will show this custom field in Gantt Chart, and I will get:
